José Muñoz, MBA is President of the Education Commission of the States (ECS), a nonpartisan organization serving state leaders across all 50 states, the District of Columbia, and U.S. territories. Since 2024, he has guided ECS in advancing the Compact for Education’s call for bipartisan, state-led cooperation by strengthening institutional stewardship and expanding support to states.
Under José’s leadership, ECS has deepened research, convenings, and technical assistance that help policymakers identify, develop and implement effective education policy from early learning through workforce development.
